Uhm, you can always buy cash stuff from other people with in-game money.

Uh...

At Lv 100 you can buy a Vet-scroll from the cash shop and promote your character, after promotion it may level further than 100. You also gain 1 stat point every level that you may assign to your character. There's also skills that are only avaiable for vets (for some characters)

Uh, when you hit Lv 110 you can buy a Expert-scroll (?) and promote your character to Expert. You get 2 extra stat points. Lv 110 is the level cap.

Hmm... it's better to ask kuyaBaka about this. >_< I'm new to the game too.
